The Free Port of Two Notch started out a small uninhabited oasis on which settled a few escaped convicts, fleeing the executioner. From that humble beginning, it has grown into the major hub of trade and commerce. If an item, or service, can be bought, one can find it for sale in Two Notch. Beings from all over the world come there to trade and haggle. The markets are a riot of color, smells and sights. One can find dark-skinned shirtless Bau-Xia selling strange fruits and drums, veiled Cali men trading in horses, and narrow-eyed Celee selling their wavy blades all in a row. The Free Port doesn’t deal only in commerce, and a bigger collection of cons, shills, pick-pockets, cut-purses, foot pads, street performers, mercenary bravos and pimps cannot be found anywhere else. The only governmental authority in the Free Port is the Two Notch Chamber of Commerce, a democratic council made up leaders from most businesses in the city. It only really regulates interactions with members, as well as enforcing its rules against theft, assault, and murder in the markets and other shared trade areas. Most of the city doesn’t fall under its jurisdiction, and gangs and poverty run rampant. The city is also host to the largest branch office of The International Guild of Bankers and Assayers.
